In order to thoroughly implement the spirit of the important speech of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and General Secretary Xi Jinping’s inspection in Hunan, according to the "Guiding Opinions on Promoting the Healthy Development of Small and Mediumsized Enterprises" by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council (issued by the Central Office) 2019] No. 24) and the Ministry of Industry and Information Technology and other seventeen departments "Several Opinions on Improving the Support for the Development of Small and MediumSized Enterprises" (Lianqiye [2020] No. 108 of the Ministry of Industry and Information Technology). The development work deployment, combined with the actual situation of our province, formulate this cultivation plan.

1. Cultivation goals

Focusing on the vigorous implementation of the "three highs and four new" strategy, strive to build an important national advanced manufacturing highland, improve the basic capabilities of the industry and the modernization level of the industrial chain, insist on being a strong company to cultivate small giants, and guide and support small and mediumsized enterprises to improve their professional capabilities and levels. Promote the development of small and mediumsized enterprises, specializing and new development. During the "14th FiveYear Plan" period, the province will focus on cultivating about 300 provinciallevel specialized and new "little giant" enterprises each year, and gradually cultivate a batch of provinciallevel specialized and new "little giant" enterprises. To grow into a national specialized and new "little giant" enterprise and a single champion enterprise, support a group of specialized and new "little giant" enterprises to grow into listed companies, and lead the high-quality development of small and medium-sized enterprises in the province.

2. Cultivation focus

Focusing on small and mediumsized manufacturing enterprises, focusing on the new generation of information technology, biotechnology, new energy, new materials, highend equipment, new energy vehicles, green environmental protection, aerospace, marine equipment and other strategic emerging industries, emerging industrial superior industrial chains, industry High-quality small and medium-sized enterprises in the fields of "four bases" innovation and "new infrastructure".

3. Cultivation conditions

Those who are included in the specialization and special new "little giant" enterprise cultivation plan shall meet the following basic conditions:

(1) Basic conditions

1. Small and mediumsized enterprises that are registered in Hunan Province and have independent legal person qualifications, have operated continuously for more than 3 years, adhere to the new development direction of specialization and specialization, and meet the "Standard Regulations for Small and Mediumsized Enterprises".

2. Economic benefits. The main business income of manufacturing enterprises last year was more than 30 million yuan, and the average annual growth of main business income in the past two years was more than 10%. The main business income of software and information technology service companies last year was more than 20 million yuan, and the main business income has increased by more than 15% in the past two years. The debt-to-asset ratio of the enterprise is not higher than 70%.

3. Degree of specialization. The company focuses on core business, has strong professional production, service and coordination capabilities, has been engaged in specific market segments for no less than 3 years, and its main business income accounts for more than 70% of operating income. The leading products of the company enjoy a high reputation, and the market share of the segment is in the top 30 in China or the top 10 in the province (if there are multiple main products, there should be direct correlation between the products).

4. Innovation ability. The company has core technology and innovation results with independent intellectual property rights, has a good ability to transform scientific and technological achievements, and has 2 or more valid invention patents related to main products (including exclusive rights for integrated circuit layout design). The company’s R&D expenditures in the past two years accounted for no less than 3% of its operating income, and scientific and technological personnel engaged in R&D and related technological innovation activities accounted for no less than 15% of the company’s total employees.

5. Digital application. The enterprise is deeply "on the cloud and on the platform", and actively promotes the development of digital, networked and intelligent. At least two core businesses are supported by information systems in R&D, design, manufacturing, and operation management. Use 5G, artificial intelligence, industrial Internet and other new-generation information technologies to optimize the process and equipment technology, and the level of lean production, agile manufacturing, and fine management is good.

6. Operation and management. The enterprise has established a sound modern enterprise system and has a sound enterprise management system. The company implements a systematic quality and brand cultivation strategy and achieves good performance, has obtained relevant quality management system certification, and has its own brand (including intangible cultural heritage, geographical indication trademarks, etc.). The company’s product production implements international, domestic and industry standards, etc., or the product has passed product certification in developed countries and regions (International Standards Association industry certification).

(2) Priority conditions

Under the same conditions, enterprises that meet one of the following conditions are given priority for selection and cultivation:

1. Adhere to the integration and development of large and medium-sized enterprises, and enter the industry chain of dominant large enterprises by means of specialized division of labor, service outsourcing, and order production.

2. Possess an enterprise technology innovation platform. The enterprise builds itself or establishes R&D institutions jointly with higher education institutions and scientific research institutions, and establishes academician expert workstations, post-doctorate workstations or technical research institutes above the city level, manufacturing innovation centers, enterprise innovation centers, enterprise technology centers, enterprise engineering centers, and industrial design Center, Industrial Design and Research Institute, etc.

3. Possess good prospects for listing. Including provincial-level listed companies reserve resource database companies; regional equity market listed companies; new third board listed companies; Shanghai and Shenzhen main board, small and medium board, growth enterprise board, science and technology board companies to be listed.

4. Benchmark demonstration enterprise. Participated in the “zero-breaking and multiplication” action of small and medium-sized enterprises in Hunan Province, the “two-up and three-ization” action of small and medium-sized enterprises, the promotion of brand cultivation capabilities and green manufacturing, etc., became a benchmark demonstration enterprise, implemented pilot demonstration projects, and was rated as typical application scenarios. 5. An enterprise that implements the standard through the integration of industrialization and industrialization management system.

6. Specialized and new "little giant" enterprise recognized by the city (prefecture).

(3) Restrictions

Enterprises with one of the following conditions shall not be selected for cultivation:

1. Those who provide false declaration information shall not declare again within two years;

2. Major safety, quality, and environmental pollution accidents have occurred in the past three years;

3. There are other serious violations of laws and regulations, or serious dishonesty.
