In 2018, the State Administration of Market Supervision and the National Standardization Administration jointly issued the "Synthetic Material Surface Sports Ground for Primary and Secondary Schools" (GB36246-2018, the "New National Standard"), which was implemented on November 1 of the same year.


It is understood that, in view of the outstanding problems of safety, environmental protection, and sports protection in the construction of synthetic material surface sports venues, the new national standard study refers to relevant domestic and foreign standards to solve the problem of synthetic material surface sports venues during the entire life cycle of the venue. The main risk points of the link have put forward various technical indicators that meet the requirements of green development, technological progress, industry norms and student health protection.


The new national standard stipulates that the synthetic material surface sports venues of primary and secondary schools delivered after November 1, 2018 must implement the new national standard, and implement the main responsibilities of each department in the links of bidding, procurement, installation and construction, quality inspection, supervision and acceptance, etc., and strengthen Supervision, to avoid causing the site facilities to fail to meet quality standards and endanger the health of teachers and students, all localities quickly implement work arrangements for the new national standards.

The Ministry of Education also requested in the notice that all provincial education administrative departments should conduct special research, refine plans, clarify responsibilities, and seek practical results. It is necessary to focus on curbing layer-by-layer subcontracting and low-price bid winning behaviors. All localities should directly face construction companies in bidding and procurement, avoiding the intervention of too many middlemen.


According to Wang Dengfeng, Director of the Department of Sports Health and Art Education of the Ministry of Education, from the perspective of venue facilities, the area of primary and secondary school gymnasiums increased from 31,783,579.92 square meters in 2015 to 43,550,562.32 square meters in 2018, an increase of 11,766,984.40 square meters; sports venues The area increased from 1,332,894,578.55 square meters in 2015 to 1,473,926,827.09 square meters in 2018, an increase of 141,032,248.54 square meters. The proportion of schools meeting the standard for sports venues (halls) has increased from 68.6% in 2015 to 89.6% in 2018, an increase of 21 percentage points; the proportion of sports equipment meeting standards has increased from 72.9% in 2015 to 94.6% in 2018.
